Signing of State Treaty on gaming fails to come about
Altenholz/Berlin, December 13, 2006 – The Prime Ministers of the federal
states meeting today in Berlin have not signed the controversial, even
tougher draft of the State Treaty on gaming. With the Prime Minister of
Schleswig-Holstein voting against the treaty, it was merely agreed that the
treaty is now to be signed by circular procedure by the voting state
leaders at the start of 2007, in order then to notify the EU Commission.
The conclusion can be drawn from this that the criticism of the draft
treaty voiced by the EU Commission and its President Barroso before the
Prime Ministers' Conference evidently had an impact.
'We interpret it as a positive sign that the treaty was not signed today
and that a final draft is first to be ratified by the EU – that means the
current draft is effectively dead,' commented Rainer Jacken, Management
Board spokesman of FLUXX AG, on the state leaders' decision.
'Constitutional, European and competition law are being blatantly
disregarded. The state leaders are now witnessing the sorry spectacle of
their treaty being blocked by European bodies before it has even been
ratified by the parliaments of the individual federal states.'
